Aug. 13 (Bloomberg) -- Royal Dutch Shell Plc, BP Plc and Exxon Mobil Corp. ran into difficulties in talks with Iraq to open up the country's oil fields, and it's not clear if negotiations are continuing, the Wall Street Journal reported, citing a senior U.S. diplomat in Baghdad.
Talks with service companies for short-term contracts had already stalled and Iraqi officials had hoped to sign those by the end of June: that hasn't happened and now talks with major oil companies appear to have stalled, the Journal said.
